Hi! So there are two sides of this event: signing up (receiving) and creating.
Signing up is for people who want to indicate that they are still open to receiving gifts/treats/fills of requests they've made in the past. This is basically because some people feel nervous about gifting someone a late treat, especially if that person doesn't request that fandom anymore. So signing up allows people to indicate to potential treaters exactly which fandoms/requests they have requested in the past that they are or aren't interested in receiving anymore. Sign-ups go here.
Creating is for people who have some old treats/gifts they were working on, or intended to make, and would like to have a concrete deadline and occasion for gifting them, now that they are late. Or for people who just have free time and want to peruse some prompts for inspiration. Creations go in the AO3 collection and are hidden until 24 June.
These groups don't have to overlap. Some people might be interested in making late gifts but don't want to receive any of their own, while others might be interested in getting late gifts but don't intend to make anything for this event. Some people do both -- it's entirely up to you.
So basically:

> Are people picking up assignments others defaulted on? No.
> Are we finishing assignments we defaulted on or treats we meant to do, but didn't get the time to do? Yes, if you want.
